Context:
The National Centre for Good Governance (NCGG) concludes the 1st Advanced Leadership Development Programme on Public Policy and Governance, specifically designed for civil servants from Latin America and Caribbean nations.
About:
Thetwo-week leadership development program brought together 22 senior civil servants from 10 diverse countries, including Argentina, Costa Rica, El Salvador, Guyana, Honduras, Jamaica, Paraguay, Peru, St. Kitts & Nevis, and Suriname.
About NCGG:It is anapex–level autonomous institutionunder theMinistry of Personnel, Public Grievances and Pensions
Establishment:It wasset by the Government of India in 2014.
Origin:The Centre traces its origin to the National Institute of Administrative Research (NIAR), which wasset up in 1995 by the Lal Bahadur Shastri National Academy of Administration (LBSNAA).NIAR was subsequently rechristened and subsumed into NCGG.
Objectives:It has wide range of objectives:
a) To function as anational repository on information on best practices, initiatives and methodologiesthat promote Good Governance, e-Governance etc.
b) Toadvise on key issues in governance and develop synergyacross various Ministries/ Departments of GoI, and State Governments.
c) Toengage in provision of consultancy services in and outside the country
Mandate:Its mandate includes governance, policy reforms, capacity building, and training for civil servants and technocrats in India and other developing nations. It also serves as a think tank.
Governing Body:The affairs of the NCGG are managed under theoverall superintendence and direction of the Governing Body, which is headed by the Cabinet Secretary.
a) It hasSecretaries of 9 ministries/ departments and 5 eminent personsviz. academicians, eminent administrators, specialists, eminent innovators, heads of reputed institutions as members.
b) TheDirector General,who is the Chief Executive of NCGG,acts as the Member–Secretary of the Governing Body.
