Why is in news? Union Minister Dr Jitendra Singh chairs DISHA meeting to review progress of Centrally Sponsored Schemes being implemented in Doda district, J&K

Union Minister of State for Science & Technology and Earth Sciences chaired District Development Coordination & Monitoring Committee (DISHA) meeting to review progress of various Centrally Sponsored Schemes (CSS) being implemented in Doda district of Jammu and Kashmir.

DISHA:

District Development Coordination and Monitoring Committees (DISHAs) have been formed to ensure better coordination among all the elected representatives in Parliament, State Legislatures and Local Governments (Panchayati Raj Institutions/Municipal Bodies) for efficient and time-bound development.

DISHA have been constituted by the Department of Rural Development in all the districts, each under the Chairmanship of concerned Member of Parliament.

These DISHA Committees are meeting on quarterly basis to monitor the efficient and time-bound development of the districts through proper implementation of 43 Central Schemes/ Programmes and ensure better coordination at all the levels of elected representatives.

Similarly, State Development Coordination and Monitoring Committees also have been constituted under the chairpersonship of Chief Minister to attend to the matters which need to be resolved at the highest level in the State.

Meetings of the State Level DISHA Committees should be held at least once every six months, after giving sufficient notice to the Hon’ble MPs/MLAs and all other elected representatives and other Members.

These Committees could monitor the implementation of the programmes and promote synergy and convergence for greater impact.

This committee will have coordination and Monitoring powers. Its role is to facilitate the timely execution of approved projects. It will have powers in seeking effective follow up of issues raised during the deliberation.

It is a government wide initiative that seeks to promote participative governance and deliberative democracy.

DISHA seeks to achieve this by facilitating a quarterly review of all development activity at the district level.

The Chairperson of a DISHA committee is the senior most Member of Parliament (Lok Sabha) elected from the district and nominated by the Ministry of Rural Development.

The District Collector is the Member Secretary responsible for convening the meeting and ensuring effective and timely follow up.
