Why is in news? PM to inaugurate 3rd Session of National Platform for Disaster Risk Reduction on 10th March

The Prime Minister will inaugurate the 3rd Session of the National Platform for Disaster Risk Reduction (NPDRR) at Vigyan Bhawan, New Delhi on 10th March, 2023 at 4:30 PM

The main theme of the 3rd session of this Platform is “Building Local Resilience in a Changing Climate”.

During the event, Prime Minister will facilitate awardees of the Subhash Chandra Bose Aapda Prabandhan Puraskar.

The winners of the 2023 Puraskar are Odisha State Disaster Management Authority (OSDMA) and the Lunglei Fire Station, Mizoram.

Prime Minister will also inaugurate the exhibition for showcasing the innovative ideas and initiatives, tools and technologies in the field of Disaster Risk Reduction.

National Platform for Disaster Risk Reduction:

NPDRR is a multi-stakeholder platform constituted by the Government of India to facilitate dialogue, sharing experiences, views, ideas, action-oriented research & explore opportunities in the area of Disaster Risk Reduction.

The Government of India has constituted a multi-stakeholder National Platform for Disaster Risk Reduction (NPDRR) vide Government’s Resolution dated 26th February 2013.

The National Platform aims to bring together the whole range of India’s disaster risk community from Government, Parliamentarians, Mayors, Media, International Organizations, NGOs, local community representatives, scientific and academic institutions and corporate businesses etc.

It will help in sharing of experiences, views and ideas, present findings of research and action and explore opportunities for mutual cooperation in the field of Disaster Risk Reduction.

The output from the National Platform will offer a strategic direction and a road map for the formulation of our future National Action Plans on DRR.

The NPDRR is chaired by the Union Home Minister and the Minister of State in-charge of Disaster Management in the Ministry of Home Affairs and Vice-Chairman, National Disaster Management Authority is the Vice-Chairperson of the NPDRR. Special Secretary/Additional Secretary/Joint Secretary in-charge of Disaster Management Division in the Ministry of Home Affairs will be the convener of NPDRR.

The First Session of NPDRR was organised on the theme of “Mainstreaming DRR in Development: from Risk to Resilience” at the Vigyan Bhawan in New Delhi on 13 - 14 May 2013.

The second meeting of National Platform for Disaster Risk Reduction (NPDRR) was organised on the theme of the “Disaster Risk Reduction for Sustainable Development: Making India resilient by 2030”.

Functions:

To review the progress made in the field of disaster management from time to time.

To appreciate the extent and manner in which the Disaster Management Policy has been implemented by the Central and State Governments, and other concerned agencies, and to give appropriate advice in the matter.

To advise on coordination between the Central and State Governments/UT Administrations, local self-governments and civil society organizations for Disaster Risk Reduction.

To advice suo-moto or on a reference made by the Central Government or any other State Government or a Union territory Administration on any question pertaining to disaster management.

To review the National Disaster Management Policy.
