Why is in news? Ministry of Panchayati Raj organizes two-day National Training Workshop on People’s Plan Campaign–2022 – Sabki Yojana Sabka Vikas

Ministry of Panchayati Raj organized a two-day National Training Workshop on People’s Plan Campaign–2022 – Sabki Yojana Sabka Vikas – from 19th to 20th October 2022 in New Delhi.

The objective of the Workshop was to build capacity of the officials / Elected Representatives of Panchayati Raj Institutions for formulation of their thematic Panchayat Development Plans through different convergent actions.

Highlights: (a) ensure maximum participation in Gram Sabha meeting, (b) the services of Young Fellows, Members of Self Help Groups (SHGs), NGOs and Experts may be utilized in the plan preparation process, (c) community involvement, (d) more focus should be given on water conservation measures, (e) ensure maximum utilization of the assets once created by the Panchayats, (f) ensure the quality of the plan in such a manner to give a maximum return, (g) integration of Gram Panchayat Development Plan (GPDP) with other plans, (h) GPDP, Block Panchayat Development Plan (BPDP) and District Panchayat Development Plan (DPDP) are to be prepared after detailed discussions with all the line Departments and key stakeholders as for filling the gaps in development and avoiding duplication and wastage, (i) convergence of various schemes at each level may be ensured, and (j) utmost attention may be given for developing Model Panchayats.

People’s Plan Campaign:

People’s Plan Campaign (PPC)–2022 had been rolled out as ‘Sabki Yojana Sabka Vikas’ from 2nd October 2022 and will continue up to 31st January 2023.

During the campaign, structured Gram Sabha/ Ward Sabha/ Neighborhood Sabha/ Mahila Sabha/Bal Sabha / Block Sabha/ District Sabha will be held for preparing the comprehensive GPDP, BPDP and DPDP with the integration of Village Poverty Reduction Plan (VPRP) prepared by SHGs and other such village action plan of line Departments.

Ministry of Panchayati Raj is anchoring the process of Localization of Sustainable Development Goals (LSDGs) in Panchayati Raj Institutions.

To this end, it has been its earnest endeavour to bring together different stakeholders at one forum in a ‘Whole of Government and Whole of Society’ approach.

Ministry of Panchayati Raj has adopted thematic approach aggregating 17 Sustainable Development Goals into 9 broad themes to Localise Sustainable Development Goals (LSDGs) at grassroots level and prepare better-quality Panchayat Development Plans.

The People’s Plan Campaign (PPC) is an effective strategy for ensuring the preparation of thematic Panchayat Development Plans in a campaign mode with greater participation of rural people, elected representatives, grass root level frontline workers of respective line Ministries/ Departments, Self Help Groups (SHGs), Youth, Community Based Organization (CBOs) and other related stakeholders.
